Why The Waste Management Industry Is Outperforming the Market

It's trash.

We're making more trash than ever, and the three largest trash haulers and landfill operators in North America, Waste Management (NYSE:WM), Republic Services (NYSE:RSG), and Waste Connections (NYSE:WCN), are reaping the rewards for their investors. Here's why this niche industry outperformed in 2018 and why it's unlikely to slow down anytime soon.

A big year for trash

All three of the big waste management companies have now reported their final numbers for 2018, and the results were solid, particularly adjusted earnings per diluted share:

Although revenue for the three companies only showed small improvements — if any — adjusted per-share earnings were up by double digits. Other key metrics like adjusted EBITDA and adjusted free cash flow also showed big improvements over the prior year for all three companies, which are all projecting even better numbers for the next year.

If you've noticed that's a lot of "adjusted" numbers, you're right. When we look at unadjusted earnings, we see far less year-over-year improvement, if any. Much of that is attributable to changes in the tax code, with some additional effects from divestitures and asset impairments.

Overall, these are strong numbers. And that's not surprising, considering the trends that are affecting all companies in this space.

Marginal improvements

Population increases lead to higher volumes of trash, so the long-term trend of an increasing population helps all three companies. In addition, major natural disasters — like Hurricane Harvey in 2017 — seem to be occurring more frequently, resulting in higher amounts of debris removal and needed landfill space. Recent tornadoes in the Southeast and flooding in the Midwest are just two examples.

And indeed, volumes — the amount of trash hauled and put in landfills by the three companies — are on the rise, although only slightly. Waste Management led the pack with an overall volume increase of 3.3%, while Republic Services and Waste Connections lagged with increases of 0.4% and 0.1%, respectively.

Easing recycling woes

With such small increases in volume and overall revenue, it's impressive that the companies are able to pump out such big improvements in cash flows and EPS. This is largely due to operational improvements, particularly in recycling. For years, recycling was cheap as China was willing to import large quantities of recyclable plastic. That gave the waste management companies — which also handle recycling pickup — a tidy profit on their recycling efforts.

But China first limited the amount of recyclable material it would accept, then in January 2018, effectively banned imports of recyclable material altogether. The waste management companies were caught in a bind as recycling commodity prices dropped by more than one-third, and the companies' fixed recycling contracts weren't covering the difference.

However, the companies have been able to offset the recycling headwinds through cost-cutting and new fees. Waste Management, for example, has started charging a contamination fee that's generating enough revenue to turn the 2018 recycling headwinds "into a tailwind" for 2019, according to CEO Jim Fish on the most recent earnings call.

One person's trash is another's treasure

All of these broader trends in the waste management industry combined to produce 2018 gains for all three companies' stock prices while the S&P 500 posted a loss. And over the last five years, the difference is even more stark:

Hazardous Waste Disposal Date Posted For Vernon Residents

VERNON, CT — Vernon residents may dispose of hazardous waste on Saturday, April 6, from 8 a.m. 1 p.m. at the Capitol Region East Hazardous Waste facility, which is adjacent to the Manchester Landfill at 321 Olcott Street.

The drop-off is free to Vernon residents but the Town is billed approximately $45 per participating vehicle, therefore, it is requested that residents bring as many hazardous materials as possible to the collection site, possibly carpooling with neighbors.

The following items will not be accepted: alkaline batteries, ammunition, fireworks and explosives.

Motor oil and antifreeze are not accepted at HHW collection events, but they can be disposed of at the Vernon Transfer Station at no charge to residents.

For residents that have only paint to dispose of, latex or oil-based paints may be brought to the Sherwin Williams located at 100 Tolland Turnpike (Rt. 83). The store will accept up to 5 gallons per day free of charge providing cans are labelled, sealed, non-leaking and covered by the PaintCare program. There are certain specialty paints and stains not covered by PaintCare; these coatings ARE acceptable at the HHW collection events. Open tender for waste-to-energy management system

PETALING JAYA: The government will hold an open tender exercise for companies interested in developing a waste-to-energy (WTE) management system for safer waste disposal.

Energy, Science, Technology, Environment and Climate Change Minister Yeo Bee Yin said the government is working out the tender details which will be ready in three months.

"After that, we will launch a request for proposal," she told Bernama after opening the Pharmacy Renaissance Summit by the Malaysian Community Pharmacy Guild (MCPG) today.

Yeo said the time had come for Malaysia to modernise its waste management system and shift from landfills to a better disposal solution.

Earlier, during her address, she said the chemical pollution of Sungai Kim Kim in Pasir Gudang should serve as a lesson on how every kind of waste, particularly scheduled waste, must be managed with caution.

"Malaysia needs a paradigm shift in terms of how we monitor our disposal of scheduled waste as well as clinical waste.

"Malaysians need to be more responsible and, as a government, we need better enforcement," she said.

Yeo praised MCPG's Green Pharmacy pilot project, which began in 2017 and is aimed at empowering pharmacists in educating the public on disposal of sharps waste (biomedical waste that includes hypodermic needles).

MCPG organising chairman and president Lovy Beh said the initiative started with 30 community pharmacists in Penang, with the support of the state government.

She said many people did not know how and where to dispose of sharps waste and unwanted or expired medicine, and would often throw them out with household waste or flush them down the toilet.

This is dangerous because diseases can be easily transmitted and it causes pollution, she said.

Chardon's trash-hauling contract with Waste Management to begin in June

Chardon Community Development Administrator Steve Yaney will be talking trash in the next city newsletter.

He is working to get the word out about the new single waste-hauler contract that will take effect June 1.

A FAQ sheet will be included in the spring newsletter about the agreement between the city and Waste Management of Ohio.

“Waste Management of Ohio, Inc. included the most criteria identified by Council at the lowest average price per month during the five-year term of the agreement,” according to the legislation passed last month.

Other bidders were Kimble, Major Waste and Rumpke.

Waste Management will provide exclusive weekly solid waste collection and disposal services, and bi-weekly recycling to all residents at a cost of $16.15 per month during the first year, with annual increases as set forth in the contract.

Customers receiving both services will save $5 to $20 per month on their bills, which now only include trash removal.

“Current rates in the city have a large range depending on level of service, hauler and type of service,” Yaney said. “Some residents will see their trash bill for the year reduced by over $200.”

Containers are to be distributed in late May with the first day of collection June 4. Those with other haulers will need to contact them for any payment refunds and removal of their totes.

Waste Management will be sending out postcards in a month or so directing residents to sign up for services.

The legislation passed 6-1 with Dave Lelko dissenting. He objected to the cost of recycling being included, regardless of whether residents choose to recycle. He noted that only 35 percent of Waste Management customers in the city currently contract for curbside recycling.

Those with small amounts of refuse may receive bag service at a cost of $2.50 per bag during the first year, plus $3.30 per month for recycling services.

Those on the bag-only service are permitted to opt out of the recycling fee.

“If they choose not to receive a recycling tote, they would not be billed for it,” Yaney said.

Vince Crawford, representing Waste Management, said all cities that have a single-hauler contract through his company offer both trash and recycling, and that most residents recycle in those cases.

He noted that many drop-off locations are closing, limiting recycling options.

Councilwoman Nancy McArthur asked him to respond to concerns from people who anticipate that Waste Management will increase their prices. Crawford said the prices are contracted and set for the next five years.

Councilman Dan Meleski said he favored the deal because of convenience for those who wish to recycle at a minimal cost.

The city will pay $529 per month during the first year for emptying of garbage bins at city buildings.

Bid criteria included the following:

• Service shall be provided to all single-family residences (any building on a private or public street with three residential units or less). Commercial, industrial and multifamily customers that use dumpsters aren’t be included.

• Collection on one day is preferable.

• A 10 percent discount is requested for seniors 60 and older.

• Collection hours shall be between 6 a.m. and 7 p.m.

• "Large trash" collection service shall be available to residents at an additional cost.

• Educational brochures explaining curbside recycling, the trash collection program and other refuse collection information will be provided annually.

• Fuel surcharges shall be included in the base bid.

• Hazardous material shall not be collected as waste.

• One annual curbside cleanup shall be provided at no additional cost and included as part of the monthly price to each residential customer.

Chardon will continue to offer a citywide trash day, Sept. 28.

Council in October gave the go-ahead to staff to pursue bid specifications for hiring a single waste hauler. A 2017 citizen survey revealed that exploring the idea was a priority.

The specifications were created with feedback from council members, area haulers and the public during Service Committee meetings in April, July, August and September.

About 1,750 customers receive curbside service in the city.

Council last considered a single-hauler contract in 2009, but some members of the public opposed losing the right to choose their provider.

Other area communities with single trash hauler contracts include Middlefield Village, Mentor, Kirtland, Painesville and Geneva.

Solid waste board eyes costlier contract to recycle glass

As the amount of glass bottles and jars being recycled in the Santa Fe area declines, the city-county board that oversees recycling efforts is considering changing the out-of-state companies where tons of glass are shipped rather than buried in a local landfill.

The Santa Fe Solid Waste Management Agency Joint Powers Board is considering a contract amendment that could cost in excess of $200,000 a year for an Española trucking company to haul most of the glass collected here to the Momentum Recycling plant in Bloomfield, Colo., between Denver and Boulder.

The board is scheduled to hear the proposal Thursday.

According to a March 14 memo by the agency’s executive director, Randall Kippenbrock, the Pro-Motion trucking company in the past year has hauled 36 semitruck loads to Miller-Coors Rocky Mountain Bottle Co. near Denver and 22 loads to Momentum, which opened its Colorado facility in 2016, according to its website.

That’s a total of 1,323 tons of glass from Santa Fe area consumers last year. Each load weighs about 23 tons.

The contract amendment would pay Pro-Motion $1,275 per load shipped to Momentum, which is slightly more than 400 miles from Santa Fe, and $1,650 per load for any loads that go to a new alternative site, Strategic Materials in Phoenix, which is just over 500 miles away.

The amount of the trucking contract would go up by about $79,000, with a maximum of $206,550.

But if the current trend continues, there could be fewer shipments to either plant.

In an interview Wednesday, Kippenbrock said that city and county residents last year deposited 1,973 tons of glass at recycling collection sites in the area.

That’s down slightly from the 2,021 tons of glass collected in 2017. And it’s significantly down from the 2,500 tons collected in 2016, which was the last full year the city collected glass along with other materials for recycling at residential curbs.

Shirlene Sitton, Santa Fe’s director of environmental services, said in an interview last year that while glass recycling is declining locally, the recycling of other materials like plastic and paper is increasing.

The decrease in glass recycling since 2016 means there are about 50 more tons of glass going to the Caja del Rio Landfill west of Santa Fe. Though glass itself isn’t harmful to the environment, a bottle or glass jar in a landfill is a jar or bottle that is not being used again, and creating new ones can be harsher on the environment than recycling old ones.

Before shipment, glass collected from drop-off sites in the area is piled up at the Buckman Road Recycling and Transfer Station.

Kippenbrock said Wednesday the proposal to change recycling companies came about because the Miller-Coors facility was strict about the quality of glass it accepts. “They want clear glass,” he said, and they refused to accept a couple of crushed-glass shipments from Santa Fe that had been contaminated with asphalt material that also was stored at the Buckman Road Recycling and Transfer Station.

Also, he said, Miller-Coors â€" which had been cited and fined by the federal Environmental Protection Agency for polluting the air â€" had to temporarily close one of its units last year to retrofit its equipment.

The Momentum company, however, is less strict in accepting glass, accepting loads that have up to 25 percent nonglass material, such as plastic and paper that make it into the glass deposit bins.

Concord names new Solid Waste Director

CONCORD, NC (WBTV) - From the City of Concord: Robin Barham will be the City of Concord’s next Solid Waste Director, effective May 1. Her new role builds on 12 years as Concord’s Budget and Performance Manager. She succeeds recently retired Solid Waste Director Brian Moore.

"I am thrilled for Robin joining our leadership team. She is a proven leader in our organization and has guided our budget process for the past ten years," said City Manager Lloyd Payne. "She has been a key partner of the Solid Waste Department, including contract analysis and research. I am excited about her enthusiasm to lead the department and know she will do an incredible job. Her loyalty to the City is evident and Team Concord will be even stronger for her contributions."

The Solid Waste Services Department provides curbside collection and disposal to Concord residents. Additionally, the department offers commercial recycling and other waste reduction opportunities to businesses.

Her previous role included leading Concord's budget development, performance management, and benchmarking efforts. She has also conducted departmental studies and analysis.

Tryon International Equestrian Center violates animal waste disposal regulations

MILL SPRING – Fresh from paying a $64,000 fine for water quality violations earlier this year, the Tryon International Equestrian Center in Polk County has been cited for more violations, this time for improper disposal of animal waste.

The N.C. Department of Environmental Quality's Water Resources Division issued the TIEC a notice of violation of its animal waste disposal permit on March 6. Inspectors found that manure was being spread on saturated fields and during rain events during a Feb. 21 visit to the site.

The DEQ found five violations at the TIEC, run by managing partner Mark Bellissimo. The 1,600-acre facility with arenas, stables, restaurants and shops is a world-class horseback riding, training and exhibition center that hosted the World Equestrian Games last September with more than 400,000 spectators and 800 athletes and their horses from around the globe.

The violations include:

AMC ENTERTAINMENT HOLDINGS, INC.

  • Violation of the Certified Animal Waste Management Plan and Animal Waste Operation individual permit.
  • Land application of waste during precipitation events.
  • Land application of waste on land that is flooded, saturated with water, frozen, or snow covered at the time of application.
  • At all times, the facility must have a legal agreement with an appropriately permitted third party or manure hauler to transport and accept the animal waste generated at this facility.
  • Monitoring and reporting requirements, including maintaining adequate records tracking the amount of waste stored and disposed.

    The company must respond to the demands in the notice within 15 days of receipt, which is March 21, said Christy Simmons, DEQ spokeswoman.

    Spreading manure on fields is an approved method for disposing of animal waste, as long as practices outlined in the Approved Nutrient Management Plan are followed, such as an appropriate field, covering with a certain crop such as grass or hay, application period, nitrogen rate, and other factors.

    The permit allows for applying manure to 300 acres.

    Simmons said the center didn't follow proper procedures for land application because horse waste was spread on fields while it was raining and also while fields were saturated.

    "They were not following their Approved Nutrient Management Plan, which prompted the notice of violation," Simmons said.

    "Waste can only be used as fertilizer if there's a crop to take in those nutrients and decompose the bacteria," said Gray Jernigan, Southern Regional Director and Green Riverkeeper with the nonprofit MountainTrue, who monitors water quality in the Green River watershed.

    "They spread animal waste on saturated soil without the cover crop, and outside of application window governed by the permit. It was essentially raw sewage spread on the ground with nothing to break it down," Jernigan said.

    "In addition, it was saturated soil, with potential for bacteria and nutrients in the soil to run off into waterways."

    The DEQ found no streams had been impacted by the TIEC's permit violations.

    Sharon Decker, chief operating officer for TIEC, said the violations have been addressed.

    "In our waste management plan, we can spread manure over a ground area, but the violation was that we did it while the ground was saturated, and honestly it was just an error on our part," Decker said.

    "It was not in an inappropriate area, but just that the ground was wet. Rain has been a challenge. It has been almost nonstop."

    She said they stopped spreading manure immediately when they learned of the violation and have since been storing it in a covered area.

    "We have not spread any since because we have not had any dry weather," she said.

    Decker said considering the center produces more manure than a typical horse farm — it can hold up to 1,500 horses — they are looking at innovative ways to dispose of animal waste, and have reached out to N.C. State University, which has a waste management program

    "There are some kinds of waste that can be converted to fuel. We are beginning to explore those options to look at a strategy for the long term. We're using very traditional methodology today, but we think there could be some innovation in the process that can be very positive," she said.

    The center had received two past violations for animal waste disposal, as well as a notice of water quality violations for sediment deposition resulting from construction in September 2016, for which the company was fined $25,250.

    Another violation in August 2018 due to sediment deposition in 11,438 linear feet of eight streams from construction in roughly the same area off Sandy Plains Road. This drew a fine of $64,437, which according to DEQ records was paid in January.

    Decker said construction continues on upgrades and improvements as the equestrian center looks to its March 21 opening date for horse competitions.

    "We're finishing all the exterior work to the East Pavilion, which is part of the polo area with lots of grass fields," Decker said. The polo season will start in the fall.

    She said detail work is continuing on the covered arena as well as the International Pavilion, and there will be a new entrance with more than 1,000 parking spaces.

    Waste Management's Subsidiary Buys Petro Waste Environmental

    Waste Management, Inc.'s WM indirect wholly owned subsidiary — Waste Management Energy Services Holdings, LLC — yesterday announced the acquisition of Petro Waste Environmental from Tailwater Capital. The financial terms of the deal have been kept under wraps.

    Petro Waste Environmental provides comprehensive oilfield environmental services and solid waste disposal facilities in the Permian Basin and Eagle Ford Shale Play (two of the major economically active oil and gas producing regions in the United States).

    Shares of Waste Management have gained 15.2% in the past year compared with 10% rise of the industry it belongs to.

     

    Deal Benefits

    The acquisition seems to be part of Waste Management's efforts to strengthen its solid waste business.

    It is expected to expand Waste Management Energy Services' offerings and enhance the quality of solid waste disposal services offered to oil and gas producing customers operating in Texas.

    Notably, the company spent $466 million on acquisition of solid waste businesses in 2018. Total internal revenue growth of the business from volume was 2.9% and margin expanded 50 basis points.

    Private equity-backed oilfield landfill and saltwater disposal well operator PetroWaste Environmental has been sold to a subsidiary of Houston landfill operator Waste Management.

    Dallas private equity firm Tailwater Capital announced on Monday morning that it sold San Antonio-based PetroWaste Environmental to WM Energy Services Holdings.

    Financial terms of the deal were not disclosed but PetroWaste Environmental was launched in January 2019 with private equity funding from Tailwater Capital.

    Active in both the Permian Basin of West Texas and the Eagle Ford Shale of South Texas, PetroWaste Environmental had developed a network of saltwater disposal wells and landfills to receive waste from oil and natural gas operations.

    Service Sector: University Lands to expand water services in the Permian Basin

    Touted as the largest oilfield landfill operator in the Permian Basin, PetroWaste Environmental was preparing to open its first landfill in the Eagle Ford near the town of Nordheim at the time of the sale.

    PetroWaste Environmental CEO George Wommack told the Houston Chronicle that the Nordheim facility was scheduled to be opened over the next two weeks but that Waste Management is taking over the project. With the sale complete

    Waste Management to Expand Recycling Operations in Salt Lake City

    Waste Management of Utah has announced plans to expand and improve its Salt Lake City recycling operations with the construction of a new, larger and technically advanced materials recovery facility (MRF). Building is expected to begin in the spring, and the new MRF is slated to be fully operational by early 2020.

    "Waste Management remains committed to supporting sustainability, and recycling is an important component," said Scott Bradley, area vice president for Waste Management's Four Corners Area, in a statement. "To ensure our local recovery operations can keep pace with the volume of recyclable materials being generated by the growing communities in and around Salt Lake City, Waste Management identified a very real need to improve our local recycling operations."

    The new MRF will support recycling programs throughout the Salt Lake Valley, including processing the recycling for the municipality of Salt Lake City's roughly 41,000 residential customers.

    "Having this facility located in Salt Lake City, for the benefit of our residents and businesses, truly reflects our culture and commitment to recycling as a city," said Salt Lake City Mayor Jackie Biskupski in a statement. "Waste Management's commitment to upgrade its MRF helped secure our long-term public-private partnership. This project will offer many assets to our community—economic development; shorter travel times for our recycling trucks, resulting in lower emissions; and, of course, a more efficient and cost-effective recycling operation that is responsive both to our sustainability goals and to our future population growth."

    Waste Management of Utah plans to invest $16 million to bring the new MRF online. The facility will occupy 50,000 square feet of an existing structure at the company's transfer station located south of the airport at 3405 West 900 South. Once operational, the MRF will be capable of processing and sorting 35 tons of material an hour, which is more than 700 tons of recycled materials per day.

    "State-of-the-art equipment with advanced sorting technologies will be installed at the new MRF," said Mark Snedecor, area director of recycling operations for Waste Management, in a statement. "Our goal is to improve production efficiencies and reduce contamination levels in the materials we produce. By modernizing our operations, we expect to meet and exceed the increased quality standards being imposed by domestic and international buyers of the metals, plastics, cardboard and paper produce."

    Machinery with improved automation capabilities, advanced sorting optics and ballistic 2D and 3D motion separators are on the list of equipment to be installed. Additionally, screens designed to reduce the safety concerns and production delays caused by non-recyclable plastic bags getting wrapped around rotating sorting equipment will be utilized.

    Currently, Waste Management services Salt Lake City's robust recycling program, processing approximately 750 tons of recyclables each month. At present, the municipality diverts more than 40 percent of its residential waste stream to recycling and compost. The modernized MRF will support this effort by producing a cleaner end product with higher value—which will ultimately lead to greater diversion from the landfill.

    The new MRF will remain a single stream operation that accepts and sorts clean metal cans, plastic bottles and containers, cardboard, paper and newspaper. Waste Management's current MRF, located in West Jordan, will continue to operate until the new facility opens.
